Richard Papel is a man of diverse talents and experience. He’s been a FORTRAN programmer in the transportation industry, a researcher in medical use patterns, and a forecaster of electric loads in the electric utility industry. He holds a bachelor’s degree in urban studies from California Polytechnic State University, a master’s degree in biostatistics from University of California, Berkeley, and a master’s degree in urban planning from University of California, Los Angeles.
